I know several great books on playing the piano that have no music notation in them at all. Books on technique do not necessarily need to include examples, exercises or pieces to be useful to a student.
I agree that for beginners that are learning how to read music while they're learning how to play the piano, a much more basic text with simple pieces and exercises would be more appropriate.
I scanned through the book and was astonished at what I found. There is only one thing conspicuously missing from this piano textbook: music. This is a book for music teachers, not musicians; it is about pedagogy, not practice.
