Senator Leahy (D-Vermont), a co-author of this and similar legislation along with Senator Hatch (R-Utah), blasts McCain, charging him with partisanship, placing the economy at risk and contributing to a trend that causes losses of "literally hundreds of billions of dollars every year to various forms of piracy."
